A federal district court judge has been found to have engaged in serious misconduct by conducting a sexual affair inside courthouse chambers during working hours, according to a judicial complaint filed with the Eleventh Circuit Court of Appeals.
The investigation revealed that the married judge repeatedly engaged in sexual activity with a law enforcement officer within the judge’s private office while court clerks worked just outside the door. This conduct continued over approximately two years.
Multiple courthouse employees reported overhearing sounds consistent with sexual activity, including what they described as kissing sounds and moaning emanating from the judge’s chambers. The complaints were sufficiently disturbing that at least one clerk left work for the day after overhearing the incidents. Another clerk reported hearing the word “affair” spoken by the law enforcement officer involved.
The misconduct investigation found particularly troubling the fact that the officer in question was a prominent police commander whose department regularly appeared before the federal court. This created potential conflicts of interest and raised serious questions about the appearance of impropriety in cases involving that department.
When initially confronted with the allegations, the judge denied them categorically, characterizing the claims as outrageous and baseless. The judge went further, suggesting that a law clerk had fabricated the accusations as retaliation for workplace disciplinary action.
However, investigators conducted a thorough review of courthouse security footage and sign-in logs, and interviewed former clerks. Following this comprehensive investigation, the judge ultimately admitted both to the affair and to having engaged in sexual intercourse inside the courthouse chambers.
The judicial panel’s report documented additional misconduct beyond the affair itself. Investigators determined the judge had attended a partisan political event connected to a district attorney’s campaign. More significantly, the judge made false statements to Chief Judge William Pryor and to the court’s chief district judge during the investigation process.
The investigative panel concluded that the judge demonstrated a gross lack of judgment. The report detailed how the judge’s conduct distracted courthouse staff, damaged workplace morale, and risked undermining public confidence in the federal judiciary.
The panel raised an additional concern about the judge’s vulnerability to potential blackmail. Because the affair was concealed from both the judge’s spouse and professional colleagues, the relationship created a security risk that could have been exploited to influence judicial decisions.
The judicial complaint did not identify the judge by name or gender, following standard procedures in such investigations. The matter now rests with the judicial council, which will determine appropriate disciplinary measures.
This case serves as a reminder that those who sit on the federal bench are held to the highest standards of conduct, both in their judicial decisions and in their personal behavior while serving in their official capacity.
