He theorized, however, that Harris returned to the House in case she was needed as a tie-breaking voter in the ongoing saga regarding the budget negotiations.

Kamala Harris, vice president of the United States, canceled her flight to Los Angeles on Thursday evening.
According to the White House, Harris was scheduled to arrive at Los Angeles International Airport around 11:35 pm on Thursday. Around midday on Thursday, her office said she would “not travel to Los Angeles, CA, and will remain in Washington, D.C.”
Biden’s return was not a clear decision.
