Federal immigration authorities in Los Angeles have taken into custody an illegal immigrant from Azerbaijan with a troubling criminal history spanning multiple felony convictions.

U.S. Immigration and Customs Enforcement announced Friday that agents arrested Rafael Vladimirovi Sarkisyan on November 25. The Azerbaijani national will remain in federal custody as he awaits removal proceedings.

According to ICE officials, Sarkisyan’s criminal record includes convictions for cruelty to animals, causing a structure fire, and manufacturing a controlled substance. The agency did not disclose when Sarkisyan entered the United States or through which point of entry he arrived.

The arrest comes at a time when the State Department maintains heightened security concerns regarding Azerbaijan. A travel advisory issued May 21 warns American travelers to exercise increased caution when visiting the former Soviet republic due to terrorism threats.

“Terrorist groups continue to plan attacks and are a risk in Azerbaijan,” the State Department advisory states. “Terrorists may attack with little or no warning.”

The advisory specifically identifies potential targets including tourist locations, transportation hubs such as airports, shopping centers, government buildings, hotels, restaurants, places of worship, parks, sporting venues, educational institutions, and other public gathering places.

Beyond terrorism concerns, the State Department has also warned travelers about dangers in the former Nagorno-Karabakh Autonomous Oblast and surrounding territories. These areas remain hazardous due to landmines left behind following armed hostilities that occurred in 2023.

The timing of this arrest is notable given recent diplomatic developments between the United States and Azerbaijan. President Donald Trump recently brokered a peace agreement between Azerbaijan and Armenia, marking a significant foreign policy achievement for the administration. The agreement was signed at the White House with Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan in attendance.

ICE Los Angeles, which operates from the federal building in downtown Los Angeles, continues to conduct enforcement operations targeting individuals with criminal backgrounds who are residing in the country illegally. The agency has emphasized its focus on public safety threats as a priority in its enforcement activities.

The case underscores ongoing challenges federal immigration authorities face in identifying and removing foreign nationals who have committed serious crimes on American soil. It remains unclear how long Sarkisyan had been residing in the United States before his arrest or whether he had previous encounters with law enforcement.

Immigration officials have not provided additional details regarding Sarkisyan’s removal proceedings or the specific timeline for his deportation to Azerbaijan.
