A California couple at the center of an expanding surrogacy investigation was taken into custody Tuesday morning, facing serious charges related to the alleged abuse of 21 children removed from their Arcadia mansion last summer.

Guojun Xuan and Silvia Zhang were arrested at their residence by detectives from the Los Angeles County Sheriff’s Department and now face multiple counts including conspiracy to commit child abuse and dissuading a witness. Los Angeles District Attorney Nathan J. Hochman announced he is requesting bail be set at $100 million for the couple, an indication of the severity of the allegations.

“What has been publicly filed in the complaint today is incredibly disturbing. It involves horrific punishment and beatings and child abuse,” Hochman stated during a news conference following the arrests. The couple was transferred to the Pasadena courthouse for arraignment.

The case first drew national attention in July 2025 when authorities conducted a major operation at the couple’s mansion, resulting in 21 children, most of whom were born through surrogacy arrangements, being placed into state custody. Tuesday’s arrests mark a significant development in what has become one of the most troubling child welfare cases in recent California history.

According to Sheriff Robert Luna, the investigation began in May 2025 under circumstances that immediately raised red flags. Zhang brought a 2-month-old boy to a hospital with a head injury, but her explanation to medical staff appeared inconsistent with the child’s condition. Hospital personnel, following mandatory reporting requirements, contacted law enforcement.

“She appeared to be untruthful with hospital staff about how the injury was sustained and the hospital staff notified law enforcement authorities,” Luna explained. When Arcadia police officers responded to the home for a welfare check, what they discovered prompted them to escalate their concerns significantly.

The scale of the situation became apparent quickly. By early September, the Arcadia Police Department had requested assistance from the Los Angeles County Sheriff’s Department, recognizing the need for additional resources to handle the complex investigation.

Tuesday’s law enforcement operation involved multiple agencies working in coordination. The FBI served a separate search warrant at the residence, conducting their own investigation alongside the sheriff’s department. Neighbors reported seeing helicopters overhead and numerous police vehicles surrounding the mansion, with the entire block cordoned off with police tape.

The involvement of federal authorities suggests the investigation may extend beyond state-level child abuse charges, though officials have not yet disclosed what additional aspects they are examining.

Sheriff Luna emphasized the collaborative nature of the ongoing investigation. “We will continue to work together to pursue justice for all 21 children involved in this case,” he said.

The extraordinary $100 million bail request reflects prosecutors’ concerns about flight risk and the gravity of the charges. Such a figure is highly unusual even in serious criminal cases and underscores the determination of authorities to ensure the couple remains in custody pending trial.

As this case continues to develop, questions remain about how the situation was allowed to persist and what oversight, if any, existed for the surrogacy arrangements that brought these children into the household. The investigation remains active, and authorities indicate additional charges may be forthcoming as they continue to gather evidence and interview witnesses.
