Federal immigration authorities have apprehended a high-ranking commander of two designated foreign terrorist organizations following a dramatic pursuit through Mooresville, North Carolina, that ended with the suspect’s capture on June 5.

Felipe Linares De Oliveira Dell Aquilla, known by the alias “Don,” led Homeland Security Investigations agents on a chase through the North Carolina town before crashing his vehicle into stopped traffic. The Brazilian national then fled on foot before agents subdued and arrested him, according to the Department of Homeland Security.

The arrest carries significant implications for both domestic security and international law enforcement cooperation. Aquilla stands wanted in Brazil on charges of criminal association and extortion. More troubling, he previously commanded operations for two organizations formally designated as foreign terrorist groups by the United States government: Primeiro Comando da Capital and Comando Vermelho.

The State Department has characterized these organizations as among the most violent criminal enterprises operating in Brazil. Both groups have orchestrated calculated attacks against Brazilian law enforcement officers, government officials, and civilians. Their operations extend beyond Brazil’s borders, making Aquilla’s presence in the United States particularly concerning to federal authorities.

Law enforcement intelligence revealed a disturbing detail in the hours before the arrest. Aquilla had been holding his own wife hostage while preparing to flee toward Mexico. During subsequent interviews with authorities, his wife confirmed she had been held against her will, corroborating the intelligence reports that prompted the swift federal response.

A search of Aquilla’s vehicle yielded multiple cell phones, laptop computers, cash, and a 9mm handgun. The discovery of the firearm adds another layer to the federal charges being prepared against him.

Mark M. Zito, Special Agent in Charge of Homeland Security Investigations for North and South Carolina, emphasized the broader mission behind the operation. “This arrest demonstrates the unwavering commitment of HSI to protect our communities from dangerous international criminals,” Zito stated. “By removing a known leader of violent foreign terrorist organizations—wanted for serious crimes including criminal association and extortion—we have prevented further harm to innocent people here and abroad.”

Zito further noted the collaborative nature of the operation. “Our agents, working alongside dedicated state and local law enforcement partners, acted swiftly and decisively to ensure this individual will no longer threaten the safety of our neighborhoods. HSI will continue to pursue those who endanger our communities and bring them to justice.”

The circumstances of Aquilla’s entry into the United States remain under investigation. Federal authorities have confirmed only that he crossed the border illegally at an undetermined time and location.

Aquilla now faces state felony charges for fleeing to elude arrest. Federal prosecutors are preparing additional charges, including alien in possession of a firearm and kidnapping. Immigration and Customs Enforcement has filed a detainer with the county jail currently holding Aquilla, requesting custody for deportation proceedings once criminal proceedings conclude.

This case underscores the ongoing challenges federal authorities face in identifying and apprehending foreign nationals with terrorist affiliations who have entered the country illegally. That is the way it is.
