Hundreds of juveniles converged on the Navy Yard neighborhood of Washington, D.C., on Halloween night, prompting a significant law enforcement response that included National Guard troops and multiple federal agencies.

The incident, which began peacefully around 7:30 p.m. Friday, escalated into a chaotic scene requiring the coordinated efforts of the D.C. Metropolitan Police Department, Metro Transit Police, United States Capitol Police, National Guard members, and Federal Task Force personnel.

According to the Metropolitan Police Department, First District officers initially observed several groups of juveniles gathering in the park area between First Street and New Jersey Avenue, Southeast, adjacent to an entrance to the Navy Yard Metro Station. Within thirty minutes, the crowd had swelled to several hundred individuals.

While the gathering remained orderly at first, conditions deteriorated as the evening progressed. Police reported that many juveniles began engaging in physical altercations and disrupting traffic flow, repeatedly ignoring instructions to remain on sidewalks.

The situation required a substantial law enforcement presence to restore order. Authorities closed streets and worked systematically to clear the park area, ultimately directing many of the juveniles to the Navy Yard Metro Station. The group was fully dispersed by approximately 11:00 p.m., though law enforcement maintained a significant presence throughout the overnight hours.

Five individuals were taken into custody during the incident. Four juveniles and one adult face various charges, including possession of a prohibited weapon, public consumption of marijuana, and resisting arrest. One police sergeant sustained minor injuries after being knocked to the ground while attempting to restore order in the park.

Video footage captured by area residents showed National Guard members pursuing young people through the neighborhood, underscoring the severity of the disturbance.

Chief of Police Pamela Smith addressed the incident directly in a statement issued Saturday morning. “The behavior displayed last night in Navy Yard is unacceptable, and MPD and our law enforcement partners will have an increased presence tonight to ensure this does not happen again,” Smith stated.

The deployment of National Guard troops to address civil disturbances in the nation’s capital raises questions about public safety and order in Washington’s residential neighborhoods.
